Stimmenstärkste Partei bleibt die CDU, die jedoch im Vergleich zur letzten Wahl 2009 0,8 Prozent der Stimmen und damit auch einen Ratssitz einbüßte. Leichte prozentuale Zugewinne konnten SPD und Grüne verzeichnen - sie bleiben mit 8 bzw. 7 Sitzen im Rat vertreten. Die FWG, UWS, UVL und WWG, die in den letzten Legislaturen eine Fraktion im Ulmer Gemeinderat bildeten, konnten ihre zusammen 11 Sitze im Rat behaupten. Den Fraktionsstatus verloren hat hingegen die FDP, die knapp 3 Prozent der Stimmen und einen Ratssitz verlor. Die Linke ist nunmehr mit zwei Vertretern im Gemeinderat. Erstmals vertreten mit einem Mandat ist Ulm hoch drei. Die Wahlbeteiligung lag bei 46,4 Prozent (2009: 46,3 Prozent)." ;
